OGS is executed through a single escalation spine:

What OGS Governs
- Attested visibility that is board-readable, audit-safe, and record-preserving.
- Escalation logic converting visibility into materiality, loss bands, and decision forks.
- Irreversibility governance including attribution locking and annexes for inquiry posture.
- AI-mediated exposure capture across classification, omission risk, comparative routing, and volatility.
Governed Entry
OGS is executed through a gated phase chain. There is no path to later phases without governed entry.
- EFID establishes minimum attested visibility and creates the oversight record.
- FSI converts visibility into governed causality.
- FVM governs irreversibility and inquiry posture.
Phase instruments are released only after request, approval, and applicable payment, under FIFO governance and acceptance/decline rules.
Containment vs Silence
Once clarity exists, delay is no longer neutral. Under OGS, silence becomes a recorded posture.
